 Victims of callous and merciless bullies are vulnerable and innocent, suffering deeply, often in isolation without any help of their peers or adults. 

Bullies cope with anger issues and have problems with expressing their emotions, thus they they turn to violence and crime. They are true victims without being conscious of their sheer problems and unresolved issues.
